Review of the mauritian business legal environment
An economic study was undertaken by our inhouse specialists to review the whole business legal environment of Mauritius in so far as they relate to business sectors and proposals were made for amending laws that are not conducive to a sound and effective business environment.
Analytical Modelling
Developed an analytical model to assess the effect of Value Added Tax in Mauritius. The model provided an analytical framework to policy makers and private sector operators to simulate scenarios and test hypotheses as basis for negotiation and discussion.
Economic Consulting
DCDM has assisted a large regional telecommunications operator to conduct a feasibility study in view of acquiring shares in a new cellular phone company in Burundi. The feasibility study comprised an assessment of the market situation, demand forecasts by service line over a 10-year period and the expected share of business to be held by the new operator given the level of existing competition on the market. The market related analyses and data were used to develop a financial model in view of assessing the project's viability (NPV and IRR), the expected cash flow and identify sensitive variables deemed critical to the success of the project.
Economic Consulting - Sector Review
We performed a sector review for a specific consumer product in Madagascar on behalf of a multinational wishing to expand its operations in the region. This review was meant to be the pre-research required before the company could decide upon committing large resources to developing a countrywide marketing programme. The objective of the sector review was to establish whether there existed a market potential in terms of market size, purchasing power and the current market penetration rate. The analyses were conducted using secondary data and as such were a cost effective way for the client to obtain the necessary market insight prior to embarking on more thorough research.
Economic Consulting – Industry Analysis
DCDM was commissioned by a large manufacturing concern to build a case for the attention of government as to the potential loss of economic wealth arising from the entry of a new player in its market. The analysis showed how the limited market faced by the industry would cause the financial position of the operators (new and existing) to deteriorate over time leading to high risks of bankruptcy in the medium term. The overall impact on the economy (balance of payments, foreign exchange forgone etc.) was also quantified as well as the social implications arising from eventual labour redundancy.
Economic consulting - Public Sector Consulting Services
We have conducted a comprehensive customer satisfaction survey to assess customer's perceived value of a large state-owned utility. This assignment was part of a project aimed at restructuring the state-owned enterprise in view of an eventual privatisation. Our intervention consisted of highlighting the strengths and weaknesses in the current customer management process and prioritising critical areas for remedial actions. A series of key performance indicators were also developed for tracking and monitoring purposes.

We analysed different organisational options and used case studies from other countries to assess the suitability of the options in the local context. We also reviewed the existing legislation regarding tariff formulation and based on our knowledge of the economy and the stakeholders, as well as the economics underpinning the pricing of public goods, we provided advice on possible tariff restructuration programmes.
